District Level

Developing a district-level implementation and monitoring plan

The purpose of this step is to develop a plan to implement and monitor the national quality standards. This plan includes decisions on where to start and in what way to scale.  District health management teams will develop the plan.

Illustrative example:

In Tanzania, after introduction in 21 regions, and several selected health facilities piloting the concept with the district management teams districts and regions developed scale up plans for the different levels of the health system in 2009.  Districts committed to implement the standards in all the hospitals and health centres (secondary and highest primary level structures) in their areas, and to include between 15 and 60% of the dispensaries depending on the district.

In India, district level staff are trained to include adolescent health - including adolescent friendly health services, into their district level plans.   See for example the handout to participants on operational planning.
